State Day Rules

  1. VSWGA State Days are organized under the Rules of Golf set by the USGA and any local rules issued by the host course. These “Fun Days” embody the spirit of friendly competition. We ask everyone to comply, so our events are fair and enjoyable for all. (See Rules of Golf.)
  2. All players must hole out on each hole (including short putts!) and record the ACTUAL number of strokes for each hole on their scorecard. DO NOT adjust for maximum number of strokes allowed for your handicap (i.e. net double bogey). When your score is posted by VSWGA following the event, the GHIN system will do that.
  3. Proper behavior is expected of all players. In the event of improper behavior by a player during a State Day event, the Club Rep should be notified after play is completed. The Club Rep will then put the complaint in writing and submit to the VSWGA for further investigation. All such complaints will be confidential. In the event of improper behavior by a player at a Major Tournament, the Tournament Director should be notified as soon as possible.

Penalties
Penalties are assessed for repeated violations of rules or procedures, and only after a thorough review.  A penalty is also issued when a player does not show up for a State Day and has not cancelled or sent a substitute. Players do not receive penalties for Disqualifications, No Cards,  or Withdrawals.

  • Players are allowed one penalty with no notice.
  • On receipt of a second penalty, a courtesy/warning letter will be sent to the player, notifying them of the two penalties and advising them of the consequences.
  • A third penalty will result in a suspension of play for the rest of the season.

VSWGA Electronics Policy
During a State Day or Major event round, a player may not listen to or watch content of any nature on a personal audio or video device.

Distance measuring devices (including phones when using a distance measuring app) are permitted as long as they do not measure gradient, slope, wind speed or wind direction. These features must be turned off during State Day and Tournament play. Phones must be silenced when in use as a distance measuring device.

Cancellations
Cancellations will be accepted in the Golf Genius system until 7:00 a.m. on the day prior to a VSWGA State Day event. After 7:00 a.m. the day prior to the event the player must call the pro shop by phone as a courtesy and notify the VSWGA Administrator at vswgaquestions@gmail.com
Players could be held responsible for cart fees if the cart reservation has not been cancelled.

Disqualification (DQ)
A player who makes a serious rules violation will be disqualified. For example, a player hits her ball out of bounds and does not proceed under stroke and distance. Instead, she takes a drop near where the ball went out of bounds, holes out, and tees off on the next hole. Write disqualified or DQ beside the appropriate name on the scorecard. Submit the card after the round. No score is posted. No VSWGA penalty will be assessed. 

No Card (NC)
A No Card occurs when a player has played according to the Rules of Golf, but has not completed their round or does not want their score included in the results. Write “No Card” or “NC” beside the appropriate name on the scorecard. Submit the card after the round.  VSWGA will not post the score, nor will it appear in tournament results. No VSWGA penalty will be assessed. The player should post their own score as described below under “Submitting Scorecards.”

Medical Withdrawal (MW)
When a player experiences a medical problem that prevents them from continuing to play, write Medical Withdrawal or MW beside the appropriate name on the scorecard. Submit the card. No score is posted and no VSWGA penalty will be assessed. 

State Day Scores
The VSWGA will post ALL State Day Scores to GHIN using the World Handicapping System maximum strokes per hole of net double bogey and designate each with “A” for an away game. Note that the score will be marked as away even if the State Day was at your home course.

Submitting Scorecards
Players must report to the scoring table or Pro Shop IMMEDIATELY upon completion of their round. Players should then verify scores, sign cards, and return completed scorecard(s). Either a group card or individual cards are acceptable. Please indicate if you played from the forward tees. Players, please be sure starting time and finishing time are recorded on your card. Completion time is verified by checking in at the completion of play with the designated State Day person.

A player MUST hand in a scorecard even if they choose to DQ, NC or WD. In this case the scores will not be posted in the Full Field Results. Players will still fill out a scorecard with a score for any holes that were completed (a completed hole is when the ball is holed out and all strokes taken are indicated.) If the player picks up their ball during any hole, they would indicate that with an X as shown in the scorecard below. For a NC, partial scores should be posted by the player to GHIN and will be automatically adjusted using the World Handicapping System as stated above.

Full Field Results
All State Day participants will receive an email notification of the State Day scores. The complete State Day results including Closest to the Pin winners will be available as soon as possible via email and posted here.
